2022 Utility Improvement & Pavement Preservation Project
Project Description
The City of Arlington will be continuing to upgrade its waterlines in Arlington and resurface roadways in the Old Town Arlington area in 2022. This project will include replacement of old waterlines followed by repaving of selected roadways, as well as crosswalk improvements.

- January 18, 2022 - Design awarded to Parametrix
- June 16, 2022 - Bid opening
- July 5, 2022 - Project awarded to Reece Construction Company.
- July 21, 2022 - Paving estimated to begin August1, 2022
- July 29, 2022 - Construction will begin in Old Town area next with with the demo of curb, grading, and paving of select roadways. Please expect delays in travel times and adjustments to parking.
- August 12, 2022 - The project continued this week in the Old Town area with grinding of existing asphalt and paving. There will be no work next week to let the newly paved asphalt cure.
- August 19, 2022 - Next week work will continue with the installation of the pavement striping along Stillaguamish Ave, Lenore Ave, Gifford Ave, Washington Ave, Park Hill Dr, High St, and French Ave. Construction will occur Monday - Tuesday from 7:00 AM to 7:00 PM.
- August 23, 2022 - Due to material delays striping will not occur this week.
- August 26, 2022 - At this time no work is scheduled for next week, this could be subject to change depending on material arrival.
- September 1, 2022 - Utility iron adjustments are being completed today in the old town area. Please use alternative routes when possible and expect short delays in travel times.
- September 2, 2022 - Next week work will include sidewalk repair along Stillaguamish Ave between 4th St and 3rd St. Work is scheduled Tuesday-Friday between the hours of 7:00 AM and 7:00 PM.
- September 9, 2022 - No work was completed this week due to material delays. Next week work will include installation of permanent striping throughout the old town area and sidewalk repair along Stillaguamish Ave between 4th St and 3rd St.
- September 16, 2022 - The project continued this week with the installation of permanent striping throughout the old town area and sidewalk repair along Stillaguamish Ave between 4th St and 3rd St. This completes the work in the Old Town area. Due to continued material delays, the water main replacement on Cemetery Rd is on hold until the arrival of the materials. The City will continue to send progress updates with the status of the project. Please monitor the project webpage for up-to-date information.
- October 12, 2022 - Beginning on Thursday, October 13th the City will begin repaving Smokey Point Blvd starting at south city limits heading north approximately 400 feet. This will complete the final section of Smokey Point Blvd was not paved last summer. Construction will occur during the day hours of 9:00 AM to 3:00 PM and will include lane shifts while the contractor grinds and paves the north bound lanes on Thursday and the south bound lanes on Friday. Paving is scheduled to be completed Friday afternoon with the installation of temporary striping. Please expect short delays in travel times and remember to drive slowly through construction zones.
- November 29, 2022 - Water main replacement on Cemetery Rd to begin on Monday, December 5th.
- December 9, 2022 - Construction began this week on the water main replacement along Cemetery Rd. Single lane closures are required for this work between 51st Ave and 65th Dr during construction hours. Please expect delays in travel times through February 2023.
- December 30, 2022 - Work will resume on Tuesday, January 3rd between the construction hours of 7:00 AM to 7:00 PM. Flaggers will be on site to control traffic and work to minimize wait times. Expect delays to your travel times if driving through the construction area during these hours through February.
- January 9, 2022 - This week work will continue Monday - Friday between the construction hours of 7:00 AM to 7:00 PM. A single lane closure is required. Flaggers will be on site to control traffic and work to minimize wait times. Expect delays to your travel times if driving through the construction area during these hours through February.
- January 13, 2022 - Next week work will continue with fire hydrant and service connections. Construction will occur Tuesday - Friday between the construction hours of 7:00 AM to 7:00 PM. A single lane closure will be required.
- January 20, 2023 - Next week work will continue with fire hydrant and service connections. Construction will occur Monday - Friday between the construction hours of 7:00 AM to 7:00 PM. A single lane closure will be required.
- February 6, 2023 - This week the project will continue with testing of the newly installed water main.
- February 27, 2023 - The project will continue with testing of the newly installed water main.
- March 3, 2023 - Next week work will begin on water tie-ins and service connections to the new water main.
- March 10, 2023 - Next week work will continue on water tie-ins and service connections to the new water main.
- March 17, 2023 - Next week work will continue with the final tie-ins and service connections to the new water main, and shoulder work on Smokey Point Blvd close to the Pilot Truck Stop Entrance. If weather permits work will also include the grinding of the pavement in the travel lane where the water line was installed along Cemetery Rd. Construction will occur Monday - Friday between the construction hours of 7:00 AM to 7:00 PM. A single lane closure will be required at times. Flaggers will be on site to control traffic and work to minimize wait times when needed.
- March 24, 2023 - Next week work will continue with the grinding and paving of the travel lane where the water line was installed along Cemetery Rd and grinding and paving the travel lanes on Smokey Point Blvd at the Pilot Truck Stop entrance. Temporary striping will be installed once paving is complete with permanent striping being installed after the pavement has cured. The installation of permanent striping will be the final component of this project. All work is weather dependent.
- April 4, 2023 - Reece Construction Company, will be grinding and repaving the roadway on Smokey Point Blvd in front of the Pilot truck entrance tomorrow between the hours of 7:00 AM and 7:00 PM. Flaggers will be onsite to control traffic. Please expect short delays when traveling in the area.
- April 14, 2023 - No work will occur next week to allow for the required cure time of the pavement before final striping can be installed.
- April 21, 2023 - No work is scheduled to occur next week. Final striping and road surface treatment which will occur in late May or early June.
- May 2, 2023 - The city’s contractor will be placing roadway surface treatment along Cemetery Rd tomorrow between 51st Ave and 64th Ave during the hours of 7:00 AM and 7:00 PM. A single lane closure is required. Flaggers will be on site to control traffic and work to minimize wait times. Please expect delays to your travel time if driving through this area.
- May 8, 2023 - City’s contractor will install the permanent striping today on Smokey Point Blvd at the Pilot truck stop entrance and along Cemetery Road from 51st Ave to 64th Ave. Work will be between the hours of 7:00 AM to 7:00 PM starting on Smokey Point Blvd. Flaggers will be on site to control traffic.
