Notice is hereby given that sealed bids will be received by the City of Arlington, Washington for:
2020 AIRPORT IMPROVEMENTS, CITY PROJECT NO. 19.2007
The work to be performed under this contract includes asphalt pavement milling, asphalt pavement removal, new asphalt overlay, replacement of existing lighting and signs, installation of new taxiway lighting, application of new paint markings, topsoiling and seeding.
The City will not sell bid packages. Plans, specifications, bid documents, and addenda may be viewed and obtained online at www.bxwa.com. Click on “Posted Projects”, “Public Works”, “City of Arlington”. The Bidders List is maintained by the Builder’s Exchange of Washington, Inc. Bidders are encouraged to “Register as a Bidder”, in order to receive automatic email notifications of future addenda and to be placed on the “Bidders List”. Informational copies of any available plans and specifications are on file for inspection by appointment only at Arlington Municipal Airport. A non-mandatory pre-bid meeting will be held on Thursday, April 9, 2020 at 1:00 PM via conference call only; no in-person meeting or site visit will take place. All interested bidders should call in using the call-in number and access numbers listed below:

All bids must be submitted electronically. Bidders shall submit full bid packages as a PDF attachment to an email directed to Marty Wray, Airport Operations Director, at by 1:00 PM on Friday, April 17, 2020, at which time and place bids will be opened, publicly read and tabulated. Faxed proposals will not be accepted.
Bids received later than 1:00 PM on Friday, April 17, 2020, will not be considered.
The City of Arlington reserves the right to reject any and all bids and to waive irregularities and informalities in the bidding process. No bidder may withdraw his/her bid for a period of sixty (60) days after the date and time set for the opening thereof. The City of Arlington also reserves the right to delete portions of the project or reject all of the bids subject to budgetary limitations.
Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to at least 5% of the amount of such bid proposal, payable to the City of Arlington. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Arlington.
The successful bidder will be required to have a current City of Arlington business license prior to award.
This project is subject to the higher of Washington State Labor & Industry wage rates or Federal Davis-Bacon Prevailing Wage rates. Additional Davis-Bacon requirements are included in the Contract Documents.
Bidders are subject to federal Debarment and Suspensions requirements as detailed in the Contract Documents.
The requirements of 49 CFR part 26 apply to this contract. It is the policy of the City of Arlington to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. The Owner encourages participation by all firms qualifying under this solicitation regardless of business size or ownership.
A Trade Restriction certification, Lobbying and Influencing Federal Employees certification, and Procurement of Recovered Materials certification are included in the Contract Documents. Each of these must be completed and submitted with the bid by the Contractor.

The City of Arlington, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
